I would suggest that when we have a consensus, we remove the decision flag. That way we can use that particular flag to keep track of things we still need to agree upon. There always should be another flag still left to indicate what the issue refers to. Ideally upon having a consensus we should be able to assing the ticket to someone.

This is blocking many things that would be easy to fix/change. Maybe you could find the time to quickly go over them so that we can make progress.
