[DynareDev] Octave 3.6.1 MinGW installer

Hi,

As promised, I created a Windows installer for Octave 3.6.1 MinGW.

It contains all the toolboxes, and also the Notepad++ editor (so that the "edit" command works).

If you have a Windows machine, please test it and report any issue. The installer will be available in 20 minutes at:

Starting from tomorrow, the Dynare snapshot will be compiled against this version of Octave. Idem for the upcoming Dynare 4.2.5.

I will also send this Octave installer to the Octave Forge project, so that it is available from that central location, and I will create a Dynare+Octave bundle as discussed in a previous thread.
