I am not aware of binary snapshots for the default branch.
I had no difficulty building a Linux binary from the default branch on Debian Sid (and so I guess it's the same for Debian Jessie). I have not tried to build a Windows binary from the default branch though.

The Octave developers have begun the release process for Octave 4.0. The good news is that this release will be based on the current "default" branch, which means that it will include all the classdef-related stuff. The release will apparently also come with an improved Windows binary, and with a finalized GUI. The release process can be monitored at: http://wiki.octave.org/4.0_Release_Checklist
It would be good at this stage to test the stable and unstable versions of Dynare against the current state of Octave 4.0, for two reasons: fixing possible new incompatibilities between Dynare and Octave 4.0; and reporting bugs present in Octave 4.0 that may be affecting Dynare, so that they are fixed before the final Octave 4.0 release. I will try to do that if I find the time, but don't hesitate to jump in before me.
